Projects Undertaken

AYC’s Consulting work includes the following projects:

• In collaboration with an international consulting firm, prepared a feasibility analysis of a divestiture (privatization) program for Philippine government-owned companies and the assistance role that the client could provide.
• Prepared an analysis and report for an international business advisory group on the business climate in the Philippines following the economic crisis that developed after the assassination of Senator Benigno Aquino Jr.
• Determined priority crops and regions for development in the Philippines and methods to assist the private sector in agriculture to develop.
• Assisted in the Philippine Department of Agriculture and Food to develop a short-term plan for the rural sector. Investigated the potential for development of export business in agricultural products and identified crops and opportunities compatible with the client’s existing range.
• Conducted an in-depth analysis of six agricultural products identified in an earlier project in order to recommend to the client a viable investment opportunity.
• Advised the U.S. government on the tariff and non-tariff barriers to trade in dealing with the Philippines.
  Prepared a white paper on the problems facing foreign investors in the Philippines  for the presentation to President Ferdinand Marcos.
• Conducted a series of interviews and studies to determine the attractiveness of investment in the Philippine financial sector.
• Performed country risk analyses for: an electronics company; an electrical equipment company, and a pharmaceutical company, each of which was considering expanding in the Philippines.
  Investigated, prepared studies and negotiated for the possible acquisition of a long-established trading company. Prepared the proposal for banks, principals and clients and negotiated new agencies.
  Investigated the market for a line of specialized chemical products and determined suitability of acquiring one of the products of these chemicals.
• Assisted an Australian group to investigate the feasibility of establishing a plush toy manufacturing facility in the Philippines.
• On behalf of a Philippine bank, investigated a foreclosed company and its future viability.
  Evaluated three radio assembly companies and determined the feasibility of creating a consolidated unit that would be more viable.
• Devised a scheme to allow purchase of sugar and glucose at world market prices for a candy producer to enable the company to be competitive in the export market.
• Developed a country development strategy for USAID which involved the setting of goals and objectives, principles to be followed and policies, programs and objectives to be introduced, and what intervention assistance measures could be utilized.
• Develop a microcomputer-based information monitoring system. The system was designed to assist USAID in monitoring implementation actions in the Support for Development Program (SDP). The project also involved the hands-on training of appropriate USAID staff on the use, maintenance, updating, and possible modification and expansion of the revised computer monitoring programs.
• Under a USAID project headed by Arthur Young & Company, assisted the Department of Agriculture and its appropriate implementing units in establishing an effective management and service-oriented system. A unit was established to improve overall project implementation and establish a system for project  design and documentation, including awarding  of grants/contracts to project implementation entities.
• Identified the budget categories in the Philippine national Government budget that may be eligible for inclusion in the USAID Housing Guaranty Program whose main beneficiaries are low-income families.
• Develop a grains stabilization policy, USAID-funded, reviews the operations, production, processing and trading of rise of the NFA.
• Under USAID program, determined the feasibility of a divestiture program for the Philippines. The study reviewed the economic and political situation in the Philippines and suggested strategies of affecting successful privatization.
